The residential market in District 1 is operating at two different speeds: transactions involving both new and existing homes remain at a high level, while the volume of new supply added each year remains limited. The difference is clearly illustrated by data analysed by our Research team at Fortim Trusted Advisors, a member of the BNP Paribas Real Estate alliance: 718 individual transactions were recorded in June 2026, while only 761 new homes were completed in District 1 during the whole of 2025.
This comparison does not mean that all the homes sold were new. The latest ANCPI data includes both properties in recently completed developments and apartments and houses from the existing stock. However, the figures show the scale of the gap between overall transaction activity and the pace at which residential supply is being replenished.
“In District 1, the high volume of transactions is not supported by a comparable pace of new development. The fact that almost as many, or even more, homes can be sold in one month than are delivered in an entire year highlights the importance of the existing stock and the pressure that may build on well-located properties,” said Costin Nistor, Managing Director at Fortim Trusted Advisors, a member of the BNP Paribas Real Estate alliance.

Nearly 3,800 transactions in the first half of 2026
In the first six months of 2026, a total of 3,770 individual transactions involving new and existing homes were recorded in Bucharest’s District 1.
The year began at a low level, with 319 transactions in January, before activity increased to 558 transactions in February. A total of 510 transactions were recorded in March, while the volume rose to 694 in April.
The highest level in the period analysed was reached in May, with 971 transactions, followed by 718 transactions in June. The average for the first half of the year was therefore approximately 628 transactions per month.
The monthly trend shows that the market can experience significant fluctuations, influenced by seasonality, project completions, access to financing and buyer decisions. Even so, monthly volumes remain high compared with the limited number of new homes delivered each year.
The data does not necessarily indicate a general housing shortage, as transactions also include properties returning to the market. However, it highlights the limited level of new supply relative to market liquidity.
In the coming period, the performance of District 1 will depend on the pace of permitting, the launch of new developments, construction and financing costs, as well as housing affordability for buyers.
Without a significant increase in deliveries, the existing housing stock will continue to play the leading role. Well-located new homes and units at different stages of construction will remain relatively scarce in one of Bucharest’s most sought-after residential areas.
